LUKK AD 2.22   FLIGHT PROCEDURES

1.   GENERAL
1.1  RWY 09/27 cannot be used simultaneously with RWY 08/26 because of insufficient separation between the two. For this reason also, extensive safeguarding procedures are required before RWY 09/27 can be activated and the runway is not available on request by pilots.
1.2  RWY 09/27 is a non-precision approach runway and will only be used when RWY 08/26 is temporarily non-operational due to maintenance or contingency reasons.
1.3  Lighting for the closed runway will not be visible on approach.
1.4  When RWY 09/27 in use, taxi-out clearance from stands 54, 56, 53 and 55 is to be given by the TWR controller, due to close proximity of the stands to the runway.
1.5  Elements to identify the active runway:
  1. Activation of approach lighting systems corresponding to the active runway. Only one approach lighting system at a time will be illuminated.
  2. Activation of RWY 09/27 provides for the lighting of Stop-bars on taxiways L1, L3 and E.
  3. Activation of RWY 08/26 provides for the lighting of Stop-bars on taxiways A1, B and C1.
  4. Activation of flashing “X” lights at each threshold of the closed runway, while RWY 09/27 activated.
  5. Switch from RWY 08/26 to RWY 09/27 and vice versa requires some time, during which both RWYs will not be available.
1.6  When RWY 09/27 is in use, the following shall apply:

TAKE-OFF:

  1. Cockpit checks should largely be completed prior to line-up and any checks requiring completion on the RWY should be kept to a minimum.
  2. On receipt of take-off clearance, pilots should ensure that they are able to commence take-off without delay.
  3. Pilots not able to comply with these requirements should notify ATC as soon as possible to the CHISINAU GND FREQ 121.805MHZ and in any case before reaching line up.

LANDING:

  1. In order to avoid go-arounds, aircraft should vacate the runway quickly and entirely (tail beyond holding position line), without prejudice to safety. The aim should be to achieve a normal touchdown with progressive smooth deceleration to vacate, at a safe speed, at the nominated exit point.
    Note: If unable to vacate the RWY as prescribed, the pilot shall inform CHISINAU TOWER immediately.
  2. Taxiway L2 is available as an exit point from RWY 09/27. Taxiway L2 can not be used as an entry point to RWY 09/27.

Due to longer runway occupancy times, delays can be expected both for arriving and departing aircraft.
Additional fuel should be considered.

The use of runway 09/27 for training purposes is restricted given the traffic load and existing limitations and is subject to ATC SUP approval.

2.   GROUND MOVEMENT
2.1  All surface movement of aircraft, vehicles and personnel on the Maneuvering Area is subject to ATC clearance.
2.2  Directions issued by ATC should be followed specifically. RTF transmissions must be brief, concise and kept to the minimum number.
2.3  Departing aircraft on first contact with Chisinau GND must state stand number and the code letter of the latest ATIS received and maintain a listening watch on the appropriate frequency.
2.4  Departing aircraft are to call Chisinau GND for ATC clearance not earlier than 25 minutes before EOBT.
2.5  Aircraft pushing from Stands 12 and 14 towards taxiway E are reminded not to start engines until the aircraft has been pulled forward aligned with taxiway E, due to jet blast on the neighbouring parked aircraft and vehicles.
3.   PROCEDURES FOR IFR flights within CHISINAU TMA
3.1  Radar vectoring.

Radar vectoring for arriving traffic is executed by CHISINAU APP and ACC units according to the requirements of Doc 4444 ATM/501 and Doc 8168 PANS-OPS.

The minimum radar vectoring altitudes will be as follows:

  • TMA SECTOR 1 – 2500FT MSL;
  • TMA SECTOR 2 – 3500FT MSL.

Radar vectoring is executed for instrumental approach RWY 08/26 and RWY 09/27 for glide path entering altitude (FAP/FAF) 2500FT. Aircraft vectored for final approach will be given a heading or a series of headings calculated to close with the final approach track. The final vector shall enable the aircraft to be established in level flight on the final approach track 1.5NM prior to FAP/FAF RWY 08/26, RWY 09/27 and should normally provide an intercept angle with final approach track of 30 degrees (maximum angle 45 degrees).

3.2  When LUTRA2 is activated the following IAP procedures are suspended: ILS CAT I RWY 26 (IAF LUSAV - IF segment); LOC RWY 26 (IAF LUSAV - IF segment); VOR/DME RWY 26 (IAF LUSAV - IF segment); VOR/DME RWY 27 (IAF LUSAV - IF segment), expect radar vectoring for intercepting ILS or final inbound radial.

When LUR3 is activated the following IAP procedures are suspended: ILS CAT I RWY 26 (IAF LUSAV - IF segment); LOC RWY 26 (IAF LUSAV - IF segment); VOR/DME RWY 26 (IAF LUSAV - IF segment); VOR/DME RWY 27 (IAF LUSAV - IF segment); RNP (LNAV&LNAV/VNAV ONLY) RWY 26 (KK106 – KK143 segment); RNP (LNAV&LNAV/VNAV ONLY) RWY 27 (KK106 – KK163 segment), expect radar vectoring for intercepting ILS, final inbound radial or final inbound track.

4.   VISUAL APPROACH PROCEDURES
4.1  Aircraft is considered to request ATC clearance for a visual approach if reporting “Field in sight”, “RWY (lights) in sight” or “Visual”.
4.2  Visual approach is not authorized from civil evening twilight (TWIL TO) to civil morning twilight (TWIL FROM) for aircraft not equipped with transponder mode A, C, or in case of transponder failure. Same limitation is applicable in case of secondary surveillance radar is out of operation.
4.3  When visual approach is authorized the minimum altitude of descent shall be:
  • TMA SECTOR 1 – 2500FT MSL;
  • TMA SECTOR 2 – 3500FT MSL.

until entering the CTR CHISINAU.

5.   LOW VISIBILITY PROCEDURES
5.1   Runways and associated equipment.
5.1.1  RWY 08 is equipped with ILS/DME and approved for CAT II/III approach and LVTO operations. RWY 26 is equipped with ILS/DME and approved for CAT I approach and LVTO operations.
Runway 09/27 is a non-precision approach runway and is approved for LVTO operations only.
5.2   Criteria for the initiation of LVP.
5.2.1  Low Visibility Procedures (LVP) will be in force when:
  • RVR is equal to or less than 550M; and/or
  • cloud ceiling is at or bellow 200FT according to local meteorological report.

Pilots will be informed by ATIS or RTF when LVP are in force.

5.3   Description of ground marking and lighting.
5.3.1  Runway 08/26 exits are marked as follows:

TWY A1 - yellow taxiway centre line and green taxiway centre line lights;

TWY B - yellow taxiway centre line and blue taxiway edge lights;

TWY C1 - yellow taxiway centre line and blue taxiway edge lights.

5.3.2  During LVP, RWY 08 will be vacated only via TWY A1 after landing.
5.3.3  After RWY vacated, the aircraft shall taxi to leave the ILS sensitive area (the tail of the aircraft has to pass the holding point line).
5.3.4  Holding procedure at runway holding positions.

Chisinau Airport uses red stop bars for taxiing guidance purposes in all meteorological conditions. This flexible use of stop bars is to ensure that ILS critical/sensitive areas remain clear and it is also a runway incursion prevention measure. A holding point may only be crossed with the permission of the control tower.

In low visibility operations (LVO) (CAT II/III), the red stop bars are used by default. In addition, the red stop bars may also be used in better meteorological conditions (CAT I or better) for taxiing guidance. In this case, too, lighted stop bars may only be crossed after the controller has given an explicit clearance and switched the stop bars off.

Pilots are requested to stop and hold as close to the holding point as possible. This does not relieve the taxiing pilots of their responsibility to ensure a safe distance from the holding aircraft.

5.4   Description of LVP.
  1. Pilots will be informed by Air Traffic Controllers when LVP are in operation or must be terminated with following expressions: “LOW VISIBILITY PROCEDURES IN FORCE” or “LOW VISIBILITY PROCEDURES CANCELLED”.
  2. Aircraft will be vectored to intercept the ILS/DME at least 10NM from touchdown, unless following a published IAP.
  3. The ILS localizer sensitive area will be protected when a landing aircraft is within 2NM from touchdown. ATC will provide suitable spacing between aircraft on final approach to achieve this objective.
5.5   Ground movement restrictions.

In case of low visibility operations, a reduced airport capacity can be expected due to restrictions applied on ground movements:

  • Follow me car is mandatory on the movement area with RVR at or below 550M, or ceiling at or below 100FT;
  • The number of movements on the movement area is restricted to the number of follow me cars available;
  • Follow me assistance on the movement area is available on request.
5.6   Radio failure on the maneuvering area
  1. Departing aircraft: continue along taxi route as instructed until the clearance limit, wait for follow-me car assistance to return to apron;
  2. Arriving aircraft: vacate runway and sensitive area (RWY 08/26) and wait for follow-me car assistance.
6.   Communication failure
6.1  Aircraft shall adhere to the procedure stipulated in Annex 2 (Rules of the Air) and in Doc 7030.
6.2  If communication failure occurs during STAR execution, but approach clearance is not received the pilot maintains the last received and acknowledged level (altitude) until IAFs (RWY 08/26 or RWY 09/27) and carries out an instrument approach for the runway–in–use.
6.3  In the event of communication failure during radar vectoring, when approach clearance is not received the pilot maintains the last received and acknowledged level (altitude), proceeds direct to IAFs (RWY 08/26 or RWY 09/27) and carries out an instrument approach for the runway-in-use.
6.4  If communication failure occurs when approach clearance is received the pilot proceeds in accordance with the published approach procedures.
6.5  If communication failure occurs during a missed approach the pilot proceeds according to AD_2_LUKK_4_1_1 to 4_1_5, 4_2_1 to 4_2_5, 4_3_1 to 4_3_3, completes at least one holding pattern at 4000FT, then commences an approach for landing in accordance with the approach procedures for RWY 08/26.
6.6  If communication failure occurs during a missed approach the pilot proceeds according to AD_2_LUKK_4_1_7, 4_2_7 and according to AD_2_LUKK_4_4_1, 4_4_3 completes at least one holding pattern at 4000FT, then commences an approach for landing in accordance with the approach procedures for RWY 09/27.
6.7  During RCF pilots should monitor emergency FREQ 121.500MHZ and KIV DVOR/DME FREQ 113.700MHZ for ATC blind transmissions.
6.8  LUKK ATC Signal Light Gun is available with range 4NM. All signals in case of radio failure are provided in accordance with ICAO Annex 2 (Appendix 1).
7.   SURVEILLANCE PROCEDURES
7.1   Operation of Mode S transponder at LUKK.
7.1.1  Flight crew of aircraft equipped with Mode S having an aircraft identification feature shall set the aircraft identification in the transponder. This setting shall correspond to the aircraft identification specified in item 7 of the ICAO flight plan, or, if flight plan has been filed, the aircraft registration.
7.1.2   Mode S transponder shall be operated in accordance with the following provision:

Departing aircraft:

  1. Set aircraft identification and, when received, set assigned Mode A code,
  2. Immediately prior to request for push back or taxi, whichever is earlier, select “automatic mode” (e.g.:AUTO) or, if automatic mode is not available, select “ON” (e.g. ON or XPDR),
  3. Only when approaching the holding position of the departure runway, select “TCAS” (e.g.: TA/RA).

Arriving aircraft:

  1. As soon as practicable after landing de-select “TCAS” (e.g.: TA/RA),
  2. Select “automatic mode” (e.g.: AUTO) or, if automatic mode is not available, select “ON” (e.g. ON or XPDR),
  3. Continue to squawk last assigned Mode A code until fully parked,
  4. When fully parked, select “standby” (e.g.: STBY).
7.2   Aircraft not equipped with Mode S transponder or with unserviceable Mode S transponder.

Moving aircraft on the maneuvering area maintain Mode A + C transponder to ON for all the duration of displacement.

REMARK
TCAS should be selected before entering the runway, after receiving line up clearance; it should be deselected after vacating the runway.

8.   VFR FLIGHTS
8.1  Provided that traffic situation makes it possible, an ATC clearance for VFR flight will be issued under the conditions described in the following provisions.

  • On basis of clearance of appropriate ATC unit. Further exemptions can be permitted by Civil Aviation Authority.

V2 – NOWAS – NORCU; bidirectional, the minimum flight altitude is 1000FT (300M) above the highest obstacle within a radius of 600M from the aircraft, for all types of VFR flights.

V3 – NORCU – SUDAX; bidirectional, for all types of VFR flights, minimum flight altitude 1500FT. Using of this VFR route is subjected to an ATC Clearance and will be allowed only if there is no IFR traffic established on final of the runway in use at LUKK/Chisinau Intl. or any IFR departures from any runway at LUKK/Chisinau Intl.

Regardless of the flight direction, only one aircraft can follow the V3 transit route at any time.

V4 – SUDAX – HANCU; bidirectional, the minimum flight altitude is 1000FT (300M) above the highest obstacle within a radius of 600M from the aircraft, for all types of VFR flights.

V5 – SUDAX – PUHEW; bidirectional, the minimum flight altitude is 1000FT (300M) above the highest obstacle within a radius of 600M from the aircraft, for all types of VFR flights.

All VFR flights to/from CTR Chisinau shall be carried out only via established entry and exit points via VFR routes, unless the appropriate ATS unit states otherwise.

8.3  Arriving flights and overflights.

Pilots of aircraft entering Chisinau CTR from uncontrolled airspace shall establish two-way radio contact with CHISINAU TOWER at least 10 minutes before entering and obtain entry clearance at least 5 minutes before, and give the following information:

  • identification of aircraft;
  • type of aircraft;
  • entry point into CTR;
  • exit point from CTR (for aircraft transiting CTR);
  • estimated time of entry into CTR;
  • altitude;
  • departure aerodrome;
  • destination aerodrome.

Pilots-in-command are requested to confirm ATIS information and read back its QNH when they establish radio contact.

VFR flights may expect significant restrictions regarding requested trajectory, flight level and entry time (its extension) when high IFR traffic density inbound/outbound LUKK/Chisinau Intl. to keep desired safety level, fluency and efficiency of flights.

8.4  Departing flights.

Pilots of aircraft departing from Chisinau International aerodrome shall establish two-way radio contact with CHISINAU GROUND. Pilots shall consequently pass:

  • aircraft identification,
  • stand number or place of departure within CTR if appropriate,
  • confirmation of ATIS information and QNH,
  • flight route, destination aerodrome and requested altitude,
  • request for departure clearance.
8.5  Holding.

Pilots may be required to hold at a specific geographical location.

VFR traffic holding over VFR points NORCU and SUDAX will not be in conflict with IFR arrivals and departures to/from LUKK provided that the arriving IFR traffic is performing an instrument approach and departing IFR traffic is performing a Standard Instrument Departure.

Only one VFR traffic is permitted to hold over a designated VFR holding fix at a time.

8.6  Missed Approach.

In case of missed approach pilot-in-command shall climb altitude 1500FT and turn inbound holding fix SUDAX after passing the RWY end.

8.7  Procedures for hot air balloon flights in CTR Chisinau.

Prior to take-off from a place inside CTR Chisinau, the pilot of a hot air balloon shall request ATC clearance from TWR Chisinau by phone: +373 22 502835.

Prior to take-off from a place outside CTR Chisinau, if the hot air balloon subsequently enters the CTR, the pilot shall coordinate estimated time of entry in CTR, flight altitude and expected route with OPS Room Supervisor by phone: +373 22 502833.

Prior to entering CTR Chisinau, the pilot in flight shall request ATC clearance from Chisinau TWR in advance, so that in case of refusal he/she might be able to land safely outside CTR Chisinau.

The conditions for entering CTR Chisinau are as follows:

  • flight plan submitted 1HR prior estimated time of entry in controlled airspace,
  • two-way radio communication,
  • equipped with transponder mode A/C,
  • receipt of ATC clearance from Chisinau TWR and agreeing on procedures for the event of loss of communication.

Hot air balloons flights may be considerably restricted if necessary to maintain the required level of safety, order and expeditious flow of air traffic in CTR Chisinau, especially when the intended flight path of hot air balloons is conflicting with the traffic in the area of take-off and landing.

9.   MISCELLANEOUS INFORMATION

During the significant changes of the surface conditions of RWY during heavy rain/snow and transition of outside temperature below zero, the crews shall expect delay due runway condition assessment and reporting. Additional information regarding the RWY surface will be provided by ATC unit.

LUKK AD 2.23   ADDITIONAL INFORMATION

Bird concentrations in the vicinity of the airport.

The take-off and landing area is under evening movement of rooks, birds of prey, storks and swallows from the fields to the settlements Airport and Codru for the night time spending. In the morning the same activity takes place in the opposite direction. Their routes partially are altered, depending on weather conditions, but generally remain constants. Intensive activity of flocks proceeds about 1 hour in the morning since rather good visibility and 1 hour before twilight. At this time thousands of birds fly the take-off and landing area at altitudes up to 150M. The western region of the airport especially is ornithological unfavourable (for more info see AD 2 LUKK 7-1-1).

As far as practicable, Aerodrome Control will inform pilots of this bird activity and the estimated heights AGL.

During the above periods pilots of aircraft are advised, where the design limitations of aircraft installations permit, to operate landing lights in flight, within the terminal area and during take-off, approach-to-land and climb and descent procedures.

Dispersal activities include occasional playing back of distress calls from tape together with the firing of shell crackers, supplemented by scaring the birds away using the ammunition, signal rockets or Class 3B laser featuring Horizon Detection and Scanning System. Modifications of the environment are under way to reduce, if not eliminate, the hazard. They comprise better methods of garbage disposal and drainage, elimination of hedge and ground cover and cessation of farming activity.

Recommendations for pilots concerning bird/wildlife on the CHISINAU International Airport territory.

  1. The most dangerous time intervals are:
    1. post nested period (second decade of June – August).
    2. migration period (February – April / September – November / for more info see ENR 5.6 BIRD MIGRATION AND AREAS WITH SENSITIVE FAUNA).
    3. forage migrations of sedentary waterfowl (December – February).
  2. According to the statistics, the most dangerous, in annual period, is June - September - 74% from all confirmed bird/wildlife strikes.
  3. According to statistics, in 24 hour period, bird/wildlife strikes are distributed as follows:
    1. 00:00 - 05:59 – 13%;
    2. 06:00 - 11:59 – 36%;
    3. 12:00 - 17:59 – 33%;
    4. 18:00 - 23:59 – 18%.
  4. Main directions of bird migration through the airport territory are northern east and southwest.
  5. The most dangerous bird/wildlife species on or in the vicinity of an aerodrome are: owls, swallows, kestrels, rook, tern, stork and bee-eaters, among mammals - foxes, hare.
  6. Pilot shall immediately inform ATC unit whenever a potential bird/wildlife hazard is observed. In addition, if he is aware that a bird/wildlife strike has occurred, he shall report without delay to the ATC unit.
  7. Information on all events, connected with bird/wildlife influence on flight safety, is recommended to transmit to airport operational manager (24H) from ATC unit or directly from pilots:
